GCP were commissioned to evaluate the transport impacts of the proposed re-development of the Kitchener Barracks, Amherst Hill and Maxwell Road sites. Each site had different residential characteristics and transport issues.  The developments are located close to Chatham town centre and comprise; Kitchener Barracks; 800 flats, Amherst Hill; 70 houses Maxwell Rd; 600 student rooms.

The ethos of the study was to minimise traffic generation, improve pedestrian and cycle accessibility and thus increase the use of softer modes of transport. In addition the study output was to include measures to preserve the character of Brompton Village.

GCP recommended the signalisation of a number of junctions, the inclusion of dedicated cycle routes, a controlled parking zone and a shuttle service to convey students to and from the proposed relocation of North Kent College.  The study was submitted to Medway Council as part of a pre-planning consultation and the recommendations were accepted in principal subject to the eventual submission of a detailed planning application.
